New Mandatory field options have been added at My Company level that will enforce specified fields to have a value added for them to either create or edit a user

Settings > Company Settings > My Company - Mandatory Fields

When any of the above highlighted fields are checked, they will be mandatory to have a value entered when creating a new user. Editing an existing user will also prompt for any fields that are blank to have values entered.
