Clean Car Discount & Fee (NZ ONLY)

As of 1st April 2022, Waka Kotahi have introduced a new Clean Car Discount/Rebate or Fee for qualifying vehicles. 
The Clean Car Fee and Rebate calculations are calculated by Waka Kotahi and AutoPlay are not responsible for the values returned by the Clean Car lookup.

The Clean Car Fee or Rebate applies to most new vehicles and used vehicles being registered in NZ for the first time.  Vehicles must;
  1. Be registered for the first time in NZ from 1 April 2022*
  2. Have a safety rating of 3 or more stars on Rightcar at the time of registration*
  3. Purchased for less than $80,000 including GST and on-road costs (the purchase price)*
  4. Not have already had a rebate or fee applied*
  5. Have CO2 emissions of between zero to 146 grams per km*

Clean Car Rebates/Discounts must be applied for by the purchaser after buying their vehicle.  Clean Car Fees are paid at time of purchase.

In March 2022 AutoPlay will be releasing changes designed to help dealerships meet their obligations under the Clean Car Discount and Fee scheme.  This entails;
  1. Changes to the Waka Kotahi Vehicle Lookup
  2. Changes to the Listing Detail screen in AutoPlayAuto.com
  3. Additional fields available in Data API's
  4. Additional fields presented on AutoPlay Vehicle Display Pages
  5. Additional functionality on Write Up Forms in AutoPlayAuto.com

Retrieving Clean Car Discount or Fee Information

All relevant Clean Car Discount / Fee information will be automatically retrieved by AutoPlay as part of the existing Fuel Saver/Right Car lookup.  When listings are first manually loaded to AutoPlay, or are received from the DMS/VMS, AutoPlay will automatically run the Clean Car Lookup based on the VIN, Rego or Chassis Number.

If the fields are blank the Clean Car lookup will continue to be run on a WEEKLY basis every Monday at 6am for any listing in AutoPlay that has blank fields for Fuel, Safety, CO2 or Clean Car data.
The lookup process will select listings based on the following criteria:
* 1. Car listing type
* 2. Listing is current, pending or on hold
* 3. Fuel Stars is 0 or fuel saver error occurred
* 4. VIN or Plate is present
* 5.  NZ listings
* 6. Created in the last 6 months
* 7. Clean Car data is NOT updated for manually entered listings

If the fields are populated the Clean Car lookup will be run on a WEEKLY basis every Monday at 7am to check for the latest data.
The recheck lookup process for listing already populated will select listings based on the following criteria:
* 1. Fuel saver is over 1 month old
* 2. Listing is current, pending or on hold
* 3. VIN or Plate is present
* 4. NZ listings
* 5. Clean Car data is NOT updated for manually entered listings

The Clean Car Discount & Fee information is retrieved from the following fields within the Waka Kotahi lookup;

"None" is mapped in AutoPlay to "Not Applicable" and is defined as the vehicle can be found in the Clean Car database, but it does not qualify for a fee or a rebate.  

"Null" is mapped in AutoPlay to "Data Temporarily Unavailable".  This only means that we cannot currently find the data within the Waka Kotahi lookup.  It may be that this vehicle has yet to go through compliance and will be populated at a later date, or the database cannot currently be reached.

The information pulled through from Waka Kotahi is displayed in the existing 'FUEL & SAFETY' section on each individual listing, alongside the existing Fuel Economy and Safety Rating information (now displayed as a Safety Badge).



The Clean Car information and CO2 Emissions info can be overridden by ticking the 'Manual Entry' checkbox as shown with the blue tick above.  When this option is ticked it will allow the user to manually overwrite whatever the Waka Kotahi lookup is returning - whether the fields are populated with information you believe is incorrect or the data is blank.  This can only be ticked by users who are Managers in the Manage Listings role within AutoPlay, and all activity is recorded in the auditing information captured from this screen.  When ticked the automatic checking of the listings Clean Car info will be disabled for the lifetime of that listing, or until the box is unchecked.



To allow the vehicle to be automatically populated with the Waka Kotahi provided data again users can uncheck the 'Manual Entry' check box.  This will wipe the info currently typed into the Clean Car fields and immediately prompt a lookup to return whatever data is available from Waka Kotahi.  Once agreed manually typed data will be lost forever - even if Waka Kotahi does not return any values.  



As part of the Clean Car programme AutoPlay has expanded the CO2 fields to include 3 fields that are relevant to the Clean Car rebate/fee calculations.  These fields are not editable and are added to the 'FUEL & SAFETY' section in AutoPlayAuto.com within the Listing Detail screen.

In addition to the changes in AutoPlayAuto.com, AutoPlay are making a number of changes to the Data.autoplay.co.nz and other API's.

The Listing_Clean_Vehicle field is a field containing the + or - value for the rebate/fee as determined by the Waka Kotahi lookup.  This value will be a + if a Fee is applicable, or a - if a Discount/Rebate is applicable.  The field will be blank if no Rebate or Fee applies, or no data is available for the specified listing.

If the vehicle lookup has specified a range instead of a single number the Listing_Clean_Vehicle_Max field will be populated with the upper band of the Clean Vehicle Discount or Fee range (with Listing_Clean_Vehicle providing the lower range)

The Listing Price field in AutoPlayAuto.com as well as the corresponding Listing_Price field in the in the AutoPlay API remain unchanged - these fields EXCLUDE any Clean Car Fee or Rebate.  

New fields exist in the AutoPlay API only called Listing_Price_CCD_Inclusive and Listing_Price_CCD_Inclusive_Max.  These fields are automatically calculated by adding the Listing_Price and the Clean_Car_Discount_or_Fee_Applicable (or Clean_Car_Discount_or_Fee_Applicable_Max) to give a total inclusive figure of what the vehicle will cost the customer including the Clean Car Fee.  

When the Clean Car Max is populated this gives the upper band of pricing for the vehicle.  It is unlikely a Max value will be returned from AutoPlay provided the vehicle lookup is completed on a VIN or Rego.  

The Listing_Price_CCD_Inclusive will only ever automatically apply the Clean Car FEE.  Clean Car Discounts are not automatically applied as they are not automatically granted at time of purchase - the customer must apply for the rebate themselves post purchase.

CO2 Star Rating

AutoPlay have made a decision not to build a star graphic for CO2 Stars as there is already star graphics/badges available for Fuel Economy and Safety ratings.  Instead AutoPlay will provide the 'Listing_CO2_Stars_Text' field which supplies the star rating in text format.

If required end users of the API can build their own CO2 Star Ratings from the Listing_CO2_Stars field (note - this is out of 6 and served in have star increments.  e.g 7 = 3 and 1/2 stars).

Safety BadgeListing_Safety_Promo_Badge

Returns a png graphic used for a Safety badge as provided by Waka Kotahi.  Can be used to replace a self built star graphic or text description.  Example 'safety-star-5.png'

AutoPlay Vehicle Display Pages

AutoPlay have also created new fields in the AutoPlay Vehicle Display Pages to handle the new Clean Car Discount/Fee requirements.  These include;

1.  Customisable Price Display
  1. The default behaviour for the AutoPlay plug in Vehicle Display Page is to show the price EXCLUDING the Clean Car Discount/Fee as per current behaviour.  If Dealers take no action the price will continue to exclude any fee.  A new line detailing that the listing 'Excludes Clean Car Fee of $XXXX' will be displayed.



  2. There is also the option to INCLUDE the Fee as part of the Listing Price.  In this scenario the sentence located below the price will be modified to display "Includes Clean Car Fee of $XXX".  Note that as the Clean Car Fee is paid at the time of purchase some dealers may consider it appropriate to include in the listing price to more accurately represent the cost to the customer.  This is not a mandatory requirement as long as the Clean Car Fee is displayed.  
    1. The Rebate will never be added to the inclusive price as it is applied for at a later date by the customer post purchase
    2. When the Inclusive option is set for the stock page this will add to the Special Price as well if the dealer utilises this field
    3. To enable the Clean Car Fee INCLUSIVE contact support@autoplay.co.nz.  The setting is controlled at the stock page level and must be set for the entirety of the stock page - it cannot differ by listing or by dealer in the case of multi dealer vehicle display pages.  The setting can be deployed by the AutoPlay development team to the stock page config settings without requiring a local web developer to make any changes to the website code itself.  
    4. When the vehicle does qualify for a Rebate the MORE INFO button displays a Clean Car Disclaimer.
      



  1. When the vehicle either does not qualify for the Clean Car Discount or Fee OR there is no data retrievable from the Waka Kotahi lookup the price is displayed as it normally would be with no mention of Clean Car details at the top of the screen.  When the vehicle has data returned but does not qualify for a rebate or fee there is additional info explaining this lower down on the page in the 'Clean Car Rating' section
      


2.  Clean Car Rating Section
The AutoPlay Vehicle Display Pages now include a Clean Car Rating section by default under the following circumstances;
  1. Clean Car Fee Applies
  2. Clean Car Rebate Applies
  3. Clean Car Rebate or Fee Not Applicable
The Clean Car Rating section does NOT appear if there is no data available from the Waka Kotahi Lookup (and no manual over-ride has been applied)

3.  Searching For Clean Car Fee & Rebates On AutoPlay Vehicle Display Pages
We have also made it easier on AutoPlay Vehicle Display Pages for customers to search for vehicles that have a rebate or fee applied.  Listings with a Rebate or Fee will be flagged with the Clean Car Rebate/Fee banner.



There is also a search function to more easily identify the Fee/Rebate as pictured above.  In addition if the Vehicle Display pages have been configured to show the Clean Car Fee inclusive fee in the price searching within the search page.



3rd Party Exports

Each export that AutoPlay sends to 3rd party channels will need to adhere to the rules of the individual listing website.
  1. AutoTrader - supplied to AutoTrader in the AutoPlay Data API
  2. Driven - supplied to Driven in the AutoPlay Data API
  3. Hougarden - supplied to Hougarden in the AutoPlay Data API
  4. Trade Me - TBC



AutoPlayAuto.com Write Up Forms

AutoPlay are making several changes to help dealers manage their Write Up Form.  Each listing included within the Write Up form will have any Clean Car Rebate or Fee displayed on the listing tile to ensure the Salesperson remembers that a Fee or Rebate applies.  This tile will display whether their is a Clean Car Fee, Clean Car Rebate, No Fee or Rebate Applies or when there is No Info Available.





By default the Write Up Form will not automatically calculate the Clean Car Fee as part of the Write Up calculations.  However there is a role attribute on the Write Up Form role called 'Include Clean Car Fee in Write Up Calculation'. 



With this role enabled when there is a Clean Car Fee a field will be added to the 'Purchase' section, and automatically added to the purchase price.  Clean Car Rebates are applied for by the customer post purchase and will not be included in the calculation.  




The Clean Car Fee field has been automatically added to the Default Write Up Form under the Purchase Price when the  'Include Clean Car Fee in Write Up Calculation' is enabled.  In addition the Write Up Form will have notes on whether a Fee or Rebate applies as a extra reminder.

If you have a custom Write Up Form and require the Clean Car Fees to be automatically added to your purchase price please contact support@autoplay.co.nz asap to organise.  We are working through Custom Write Up Forms based on the amount of usage each form receives but due to the number of customised forms and the limited time to complete this project, we cannot guarantee all the forms will be complete by 1st April.  If you require your form to be prioritised please contact our support team.  

In the interim the existing FEES section can be used to manually enter Clean Car Fees, and NOTES can be used to add any specific notes about the Clean Car Fee or Discounts.


A new update with the 22.6.1 June release allows users to do a Clean Car lookup that is independant of the Fuel Saver lookup so the existing listing data will not be overwritten.
